Hmm, didn't we do this one recently already? Anyway, there isn't a cygwin port. The canonical logrotate sources live at https://fedorahosted.org/logrotate/ I didn't try very hard but I did download it and it built and passed most of its self-tests (failing on #12, "check rotation into a directory given as a relative pathname", and leaving the remaining two tests untested). I had to specify "CC=gcc-4" (when building) and "PREFIX=/usr" (when installing) on the make command-line but no source changes were necessary.
