I don't know about anyone else, but I haven't chimed in because I don't know enough about the issue to have an intelligent opinion. I think the problem is that the already limited universe of cygwin contributors becomes very tiny when those ignorant of NLS/char-encoding issues are self-excluded. Sorry.
