Emacs does support rxvt, but maybe the Cygwin port of rxvt is not sufficiently compatible. If you type some of the keypad keys, and then type "C-h l" (that's the letter ell, not the digit one), what does Emacs show in the *Help* buffer that pops up? Emacs 23 is in pretest, but it's quite stable (and very close to an official release).
