I just copied my existing shortcuts -- which I created back in the dark ages when rxvt needed /usr/X11R6/bin to be in $PATH. It doesn't, anymore, so I removed the -p /usr/X11R6/bin:/usr/bin incantation from the shortcut. But I didn't realize that setting the PATH via -p was the ONLY reason run.exe was used, since -- as you say -- rxvt now hides its own console.
