Maybe try another mirror and see if it works any better? I downloaded setup.ini from the goh.com mirror; it's badly mangled, and is missing loads of entries. I compared it to a copy from another mirror, and that one was complete. It looks like there must have been a glitch in setup.ini generation that is already fixed, and the goh.com mirror isn't up-to-date yet.
