The default Cygwin installation is quite minimal, to make it easy for people to download over dialup lines. Re-run setup.exe, and click on the "Devel" category to expand it. Select gcc and gcc4 and you'll get a version each of gcc-3 and gcc-4, with C and C++ supported.
