Are there particular configuration options you have to use to enable
the extended character support?  My current configure line for vim is:

./configure \
     --prefix=3D/usr \
     --sysconfdir=3D/etc \
     --libexecdir=3D'$(sbindir)' \
     --localstatedir=3D/var \
     --datadir=3D'$(prefix)/share' \
     --mandir=3D'$(prefix)/share/man' \
     --enable-multibyte \
     --without-x \
     --enable-gui=3Dno \
     --with-features=3Dhuge
