Worse than that, since glib builds for cygwin on cygwin by default, where mono uses -mno-cygwin, OP is probably mixing a Cygwin glib and a MinGW mono, which certainly won't work. mono can be built for cygwin itself (I have a version in Ports), but it takes some patches to do so. Any questions on that package should go to the cygwin-ports-general list.
