This is a packaging update. [[ compiled using gcc-3.4.4-3/-mno-cygwin ]] This is the first release specific for cygwin-1.7. Technically, since this is a "mingw" package, there's nothing cygwin-1.5 or cygwin-1.7-specific about it, except for the packaging tool used and the layout of documentation. Therefore, the only differences between this package and the simultaneously-released mingw-zlib-1.0.5-3 for cygwin-1.5 are documentation related (the README references cygport-0.9.4 and cygwin-1.7.0-41, and the /usr/share/doc/ layout is influenced by the cygport changes between 0.4.x and 0.9.x).
