  It's part of the cygwin distro, so use setup.exe.  Look for "OpenSSH".
After installing it, read the docs in /usr/share/doc/Cygwin/openssh.README and
 in /usr/share/doc/openssh/, then use the ssh-host-config script to set it all up.
