I don't know for sure it's Cygwin. What I wanted to do was to use strace on the process and see if I can find out what it's doing. When I tried to do that, it would say cannot attach to process. I tried using "strace -p" as well as starting the process with strace. The problem I had with starting the process with strace is that with the arguments I'm passing to the process, strace didn't like it. I tried putting quotes around the start command as well.
