I'm not sure I understand. Are you saying you have a 1.7.0 DLL with a build date of 2008-07-19 which works and only later DLLs show the effect? If so, you could easily isolate the culprit by building your own Cygwin DLL from CVS at different states in time between 2008-07-19 and today. There should be a day where the effect starts to show up. Knowing that day would obviously help a lot.
