Yes, it does because _update-info-dir is added automatically. So what? It doesn't cause any harm. _update-info-dir can run at any time because its postinstall step runs after all of the .info files have been extracted. That's the last time I'm going to make this point. If you want to explain exactly how there is a problem here rather than repeating assertions that there must be a problem due to a "cross reference" (I think you mean circular reference) then please go ahead and explain.
