?  Isn't the answer excruciatingly obvious?  You're missing something
with the name "ncurses" in it so you have to install a package which
contains that file.  Use http://cygwin.com/packages to find the file.

Yeah, probably the same site which somehow caused the libncurses8 not
to be installed.
