That's because inetutils.texi does this:

inetutils.texi:@c Put everything in one index (arbitrarily chosen to be 
the concept index).
inetutils.texi:@syncodeindex fl cp
inetutils.texi:@syncodeindex fn cp
inetutils.texi:@syncodeindex ky cp
inetutils.texi:@syncodeindex op cp
inetutils.texi:@syncodeindex pg cp
inetutils.texi:@syncodeindex vr cp

Since everything is in the concept index, I'm just going to remove the 
other one entirely (and change the intro text for the context index).
