Files that are accessible to other people on the same computer are marked as shared, but only for files in the /Users directory. Vista sees all files created by Cygwin in /Users, as "locally shared", and manipulating these files from file Explorer can be extremely slow, probably due to Vista's shared file management getting confused. Unfortunately, this "local sharing" feature seems to lack documentation, so a proper fix may not happen for a while. Maybe the best solution is to disable this Vista feature, if anyone can figure it out. For other users having this problem, the most important thing is to avoid using Cygwin in the /Users directory. Don't try to put your Cygwin home directory in your Windows User directory. If you have a folder with files that have Cygwin attributes, and it is giving you problems from Explorer, you can reset all of the attributes with "icacls /reset /T".
