Well, there was: http://sourceware.org/ml/cygwin/2006-02/msg00824.html which I am pretty sure was this same issue :-) There were also some others eg gnome programs such as mahjongg http://cygwin.com/ml/cygwin/2004-06/msg00041.html which could have been the same issue.
