I dunno what exactly happened or how, but I once found my xorg-x11-fnts package in the local package dir was messed up in some way that fatally confused setup.exe in a similar fashion. What worked for me was blowing away all the xorg-x11-fnts dirs that I could find in all the different per-mirror directories in my local package dir and rerunning setup.exe to let it download what it needed again.
