If such a thing did exist it would certainly not be officially recommended or supported to it's off-topic for this list. In the bad old days the Cygwin distro used to be one monolithic file but it was too cumbersome because it became the file became obsolete the second any individual package needed to be updated. So this idea is very unworkable in practice, which is why it hasn't been done that way for about 9 or 10 years.
