The Makefile.PL does a test for something called snit in the TCL libraires. => it runs tclsh with a small script which does "package require snit". This fails. I am not a regular TCL/TK user so I don't really know what snit is. Apparently its part of the standard Tcl library (according to http://www.tcl.tk/starkits/ and searching for snit). I have Cygwin's TclTk build 20060202, but it does not seem to be there. Maybe this is an old compile, http://sourceware.org/ml/insight/2006-q4/msg00055.html suggests there have been some problems building the tcl/tk libraries. But this message suggesting a fix was done is newer than the last TclTk release.
