Using the cygwin setup program version 2.573.2.2, I decide to add the program flac. I select flac, and it gets installed. When I run it, nothing happens when I run it from bash. When I run it from a windows command prompt, it produces a pop-up window, saying that it is missing libogg. I re-run cygwin setup, and I see that libogg has not been selected. I select it, and it gets installed. flac now works (flac is version 1.2.0).
