I find it useful to be able to track what mirror contributed which package and version. But as for general usefulness, I can't comment as I've long since forgotten the details of the original design intent. However, I will point out that separating mirrors into different directory trees isn't a peculiarity of 'setup.exe'. 'yum' shares this basic structure. Perhaps other installers (apt, smart, etc) do as well. I didn't experiment with those.
