Its in the make file. I am running windows XP professional with service pack number 2. Fully patched as of today. This problem showed up Saturday. I know it was reported then by some one else, but I was using another email client (Outlook) and could not respond. (html instead of ascii) I was waiting for someone to notice it under winsup. That is where this one is at. I am not running a snapshot of the cygwin dll. Though I will try that next.
