A *Cygwin* verison of the library is an optional package, yes. But that's irrelevant as that error was the result of trying to compile with -mno-cygwin. There is nothing he could have selected in setup.exe that would have resulted in the command succeeding, since providing MinGW packages is not the goal of Cygwin setup.
