This is an upstream bugfix and maintainance release. The Cygwin release is built from the vanilla sources. The --enable-auto-image-base change from 1.8.5-3 (http://cygwin.com/ml/cygwin-announce/2007-02/msg00019.html) has gone upstream and has been included in 1.8.6. This downloads setup.exe to your system.
