Could it be a matter of your terminal settings? If you use cmd.com (instead of rxvt or bash), and have CYGWIN=notty (default) instead of CYGWIN=tty, then ctrl-c is not captured properly by xemacs, making key sequences such as ctrl-x ctrl-c impossible to type. - -- Don't work too hard, make some time for fun as well!
