An easier method is just to search the cygwin-apps archives and see who initially ITPd the package and/or who regularly uploads new versions. Or you could look at the release announcements on the announce list. Or you could read the Cygwin-specific README of the package, which normally lists who the maintainer is. So there's four ways right there.
