Sounds like setup.exe successfully created the basic directory structure, but then untarring the packages failed for some reason. Are you completely sure you didn't accidentally choose "Download from internet" rather than "Install from internet"? What does it say in /etc/setup/last-action? Are there any obvious errors indicated in /var/log/setup.log.full?
