Disclaimer: I don't really pay attention to the mingw man pages (but I agree they should not be "found" by default). Anyway, here's a thought that might be useful (unfortunately it seems to need a change to man to work nicely*); rather than prefixing pages, add them to a 'mingw' section. This way you can find them with 'man -S mingw ', and users that felt so inclined could add 'mingw' to their MANSECT. Naturally, you could use symlinks to do this *and* prefix them.
