This looks like an upstream bug. Connecting with protocol version 1 from ssh 4.6 to sshd 4.6 works, but connecting with protocol version 1 from a 4.5 ssh to a 4.6 sshd does not work. I'll report this upstream. I suggest to take the opportunity to switch to protocol 2 which is the better and safer protocol anyway.
