you can recover... but its difficult.

a: open the registry editor. find any and all entries with the reged
"cyg*" in them (name & value)
b: delete the install dir (usu. C:\cygwin\)
c: delete all menu entries and shortcuts.
d: delete the temp dir that you used for downloading the tar.gz
packages. i use a location like "C:\Cygtemp\" or "C:\CygPackages\"...
usually the installer likes keeping the packages with the installer.
look in the dir you saved the installer in.
e: run through making sure EVERYTHING is gone about Cygwin. if you have
DeepFreeze or BackupsAreWonderful, backup your data that has changed
over the time you used cygwin and then revert to before you ran the
installer. this is a good first step.
d: run the installer.

that should fix it!
I had to do this once because I didnt install the right packages and
everything fell to pieces... we need an un-installer.
