FXRuby and Ruby-GNOME2 both work on Cygwin, but they, and the underlying C/C++ dependencies, must be built from source; Linux or Windows native binary packages won't work. I just tried building wxRuby2; the build system needs some tweaks, and it's extremely unstable, so I don't plan to support it right now. Cygwin Ports provides Cygwin packages for both of these; further discussion about those packages is OT here, and should be directed to the Cygwin Ports list.
