Just install it (or copy it from an existing installation).

rem  Make cygwin mounts
mount -fu %~d0\cygwin     /
mount -fu %~d0\cygwin/bin /usr/bin
mount -fu %~d0\cygwin/lib /usr/lib
    
mkpasswd -lc > \cygwin\etc\passwd
mkgroup  -lc > \cygwin\etc\group
