I think you guessed correctly. My mirror stopped responding in the middle of an install, but by that time I had already specified cygwin Root Directory. I forget why, but I had to start setup over again to get it to use a different mirror. As a test, I deleted C:\cygwin, C:\bens\programs\cygwin, and all of the Cygnus solutions registry keys. Then I did a fresh install, and this time around it did not create C:\cygwin.
