You probably have a faulty driver that is interfering with cygwin; popular candidates include McAfee virus scanner and Logitech webcam, although there are probably others. See if the problem goes away when you disable these buggy services, and then the bug lies with their software and not cygwin. - -- Life is short - so eat dessert first!
