After reading your post I went back to double check some things. I am running Cygwin 1.5.21 and 2.4.1 of plotutils. Ran the Cygwin setup program to double check those versions and I discovered that there was a plotutils package (sub package, whatever) that hadn't been installed. I installed it and now my world is a happy place.
