Type: runas /user:administrator cmd bash and it works. This is on VISTA build 5472. From and Administrators group ID it fails as described in the cygwin mail archives. This looks like Data Access Protection but I turn off DEP for bash and still have the problem. I don't know if I have to include all the dll's in the DEP avoidance scheme or not. Nevertheless, here is one way to make it work.
