The following files /usr/lib/gcc/i686-pc-cygwin/libfrtbegin.a /usr/lib/gcc/i686-pc-cygwin/libg2c.a /usr/lib/gcc/i686-pc-cygwin/libg2c.la have ended up in the wrong place.
