If not, and you really did delete c:\cygwin, but installed in *D*:\cygwin (emphasis mine), then you could be in trouble because the mount table (which you didn't remove) still points to c:\cygwin. I think it's time you followed the Cygwin problem reporting guidelines at and attached (as an uncompressed text *attachment*) the output of "cygcheck -svr" on the failing machine.
