This is an upstream bugfix release. Unfortunately it still doesn't contain a specific patch, which prevents getting multiple syslog messages for a single logon, when privilege separation is used. Thanks to Darren Tucker, the Cygwin release of 4.3p2 contains a preliminary version of the official patch which will go into the next OpenSSH release.
