Yes, this bug has been reported and investigated but it seems to be a real heisenberg because even the people that are familiar with libreadline still can't seem to figure out the complex interactions going on. You might try playing around with different versions of bash/readline, I seem to recall that it wasn't present in 3.1 or something like that.
