The reason that your sshd service will not start is because you did not remove the service, and the one currently installed still points to the old location. ssh-host-config will not overwrite an existing service, so you need to remove the service and re-run the script. Please consider in the future using the procedure outlined at to uninstall Cygwin. The first step listed there would have solved your problem, and there is no need to go editing the registry when "umount -A" exists.
