There's no such thing as a 64-bit version of Cygwin. Cygwin can only run in the WOW64 environment on a 64-bit Windows. I also fail to see where you got the idea that the snapshot directory (I assume you mean http://www.cygwin.com/snapshots/, don't you?) has a 64-bit version available. Cygwin has no code to run in the 64-bit environment and there's not even a gcc or any other part of the toolchain available to create x86_64 PE/COFF files, AFAIK.
