Sorry, I don't see this.

How's that again?  What's '-r'?  I don't see that on the man page.  
Are you sure you're running Cygwin's sshd?

OK, if this is still an issue for you, let's start at the beginning.
Read and follow all of the guidelines found here:

FWIW, starting 'sshd' at the command line is generally considered to be a
"no-no", at least if you ever plan to run it as a service.  And if you have
run it as a service in the past, then you're likely to have problems running
it from the command line unless you ran around to all the files that 'sshd'
likes to use/create and set the permissions properly.  But, if you 
follow the problem reporting guidelines I pointed to above, it should 
become fairly obvious whether this is an issue for you.
