Both were working before. But I realized that I needed to fix /etc/passwd and /etc/group for another reason, so I did mkpasswd and mkgroup. Then did ssh-host-config again. With that done, now I am happy to see the ssh user finally become the same user as the console user. They were different before. On the flip side, though, sftp doesn't work anymore.
