Well, I didn't figure out how to do it in DocBook, but it was no
problem with sed:

sed -i 's;</a><a name="id[0-9]*"></a>;</a>;g' faq/faq*.html

Hopefully in the meantime you were able to make do with a more advanced
browser such as lynx. :)
