Thus, it expects any setup.ini files under the package cache directory to be in the setup format. Doesn't look like those two files are. A solution would be to create a "Cygwin Package Cache" directory on your desktop, and move all the ftp%3a%2f%2f* directories into it. Then, when you run Cygwin setup, tell it to use "C:\Documents and Settings\Owner\Desktop\Cygwin Package Cache" as its package cache directory. You won't have to re-download anything already on disk. FWIW, using the desktop for the package cache is inadvisable anyway, unless you like your desktop cluttered beyond recognition.
