In theory things should be setup so that you don't need to copy any standard dll to your private bin, see http://www.cygwin.com/ml/cygwin-patches/2004-q2/msg00083.html and follow up, but then I don't know exactly what you try to do. Can you ftp as anonymous and do an ls?
