Perhaps it would have helped if the "Where's the documentation" FAQ entry mentioned /usr/share/doc/Cygwin/package_name.README first, and then referred the users to /usr/share/doc/package_name. It would also probably make sense to add pointers from /usr/share/doc/Cygwin/package_name.README to the /usr/share/doc/package_name directory for more information. I'll change the generic-README template accordingly.
