There is a problem in setup which sometimes causes this to fail if you are two or more versions out of date. After selecting Keep, setup may not offer the latest version of cygwin - clicking on the selector cycles through all other options and versions, including the "prev" version, but skips the latest version. Is this fixed in the latest cygwin snapshot?
